En el presente siglo, México ha tenido dos grandes momentos de transición: el año 2000, con el triunfo del candidato de derecha del Partido Acción Nacional (PAN) Vicente Fox, que levantó una serie de expectativas que estuvieron muy lejos de cumplirse y el 2018, con la victoria avasallante de Andrés Manuel López Obrador, de la coalición “Juntos haremos historia” (que aglutinó a elementos de derecha, centro e izquierda), cuyo balance es hasta ahora incierto. Sin embargo, un aspecto que guardan en común ambas transiciones es su interés a medias en la llamada justicia de transición, un tema capital en cualquier intento serio de restablecimiento de la democracia, el Estado de derecho, la funcionalidad de las instituciones y la paz social.
