Donald Trump e Jair Bolsonaro fazem temer o pior: que governantes controversos aproveitem a emergência pandêmica para concentrar o poder em detrimento da democracia. Também V-Dem Project, o maior think tank mundial sobre democracias, fala em pandemicbacksliding. O receio é que, se "as medidas de emergência habilitam os estados para restringir temporariamente liberdades e controlos institucionais, alguns líderes abusem do instrumento para erodir a democracia de maneira permanente mediante (a) a imposição de medidas desproporcionadas para a severidade da crise e (b) a manutenção das medidas de emergência uma vez que a crise tenha acabado". Compilando estas medidas para 142 países até abril de 2020, V-Dem conta 48 com alto risco de deslizamento e 34 com risco médio. Moral: hoje a democracia não é ameaçada por perdedores que não aceitam a derrota, mas por vencedores que não aceitam limites.
