¿Por qué llegamos a esta elección con un empate técnico de tantos candidatos? ¿Cómo explicar estos bajos porcentajes de intención de voto? ¿Esto es un cambio sustantivo en relación a campañas previas?
En realidad, observamos varias continuidades en la forma de hacer política en el Perú, marcadas por la debilidad organizativa de los “partidos” actuales. Tenemos muchas candidaturas improvisadas que van con franquicias existentes para poder postular; planes de gobierno mediocres y propuestas vagas o inviables; gran cantidad de candidatos con sentencias o investigaciones en curso, con deudas o que no viven en el departamento que buscan representar. Esto no es nuevo.
